TEC Coordination Team Funding Proposal January - June 2025

Introduction

This proposal outlines the TEC’s priorities and plans for 2025. It highlights what we accomplished in 2024, our focus areas for the year ahead, and the objectives and initiatives that will guide our efforts.

We also provide a clear breakdown of the TEC financial situation and funding request for the team, along with a timeline and an overview of the team driving this work forward.

Work Accomplished in 2024

When we set out our funding proposal back in March 2024, we committed to some concise goals: Achieve operational sustainability, fund TE Public Goods, embed ourselves within the Optimism ecosystem, and grow the $TEC economy. Now, as we look back on the year, we’re proud to share what we’ve achieved and where there’s still room to grow.

Goal #1: No net Common Pool outflows with a breakeven budget that marks the TEC’s first year of economic sustainability. :heavy_check_mark: Goal Achieved

  • For the first time, the TEC has reached breakeven—a significant milestone demonstrating its ability to sustain itself and grow responsibly.

    • Where We Started: Total of ~$336K (Jan 1st 2024) in the Common Pool prior to the 6 month, 160k funding proposal.
    • Where We Finished: Total of ~$336K (Dec 31st 2024) = ~$206K in the Common Pool + ~$109K in the TECAN multisig + ~$21K in the TEC GG multisig. (Note: The funds held in the TECAN and TEC GG multisigs are mostly funds earned through external grants this year and belong to the Commons as if they were part of the Common Pool.)
  • How we got there:

    • Efficient resource management by the Coordination Team, extending the operational runway from 6 to 10 months.
    • Leveraging external funding for the grants program, avoiding reliance on the Common Pool.
    • We recovered unused funds (~8.5 rETH and 10K DAI) from initiatives that were no longer active.
    • The final quarter saw a 5-10% increase in token value due to market conditions.

Goal #2: Fund quality TE Public Goods. We aimed to fund at least $100K in TE public goods and develop an evaluation process to boost that impact. :heavy_check_mark: Goal Achieved

  • We surpassed this goal by distributing $135K to 50 projects through two Quadratic Funding (QF) rounds.

  • We’ve also committed $40K for the TEC’s first Retro Public Goods Funding (RPGF) round for early 2025 to continue scaling the “Token Engineering the Superchain” initiative.

  • To ensure impact, we developed a new framework, through the “Token Engineering the Superchain”, to evaluate grants and track results. It’s already helping us make funding more strategic and meaningful.

Goal #3: Establish the TEC as a key contributor to the OP ecosystem, demonstrated by reaching our $322K RetroPGF funding target. :yellow_circle: Partially Achieved

  • We made progress but failed to hit the target. Changes to Optimism’s RPGF program affected available funding opportunities.

  • Despite this, we raised ~$140K through RPGF 3 and secured another ~$30K for Q1 2025.

  • We also worked hard to align with OP’s evolving priorities through the “Token Engineering the Superchain” initiative, laying the groundwork for more collaboration in the future.

Goal #4: Invest in community engagement, communications, and reputation systems that enable the growth of new income streams and token utility in 2025. :yellow_circle: Partially Achieved

  • Token Utility:

    • $TEC became an established signal booster for our QF rounds through TEC’s own Tunable Quadratic Funding (TQF) mechanism, boosting the matching amount for all donors holding $TEC.

    • 75K TEC was distributed to grantees as part of the grants program.

    • The TEC-OP liquidity pool (~$10K) was established, supporting liquidity and token accessibility in the secondary market.

  • Community Engagement:

    • We launched successful social media campaigns during grant rounds and saw great results with more than 150K impressions.

    • Hosted 16 X Space throughout the year, with consistent attendance.

    • We were invited to co-host a season on the Green Pill Podcast for 2025, a high-visibility opportunity to amplify the TEC’s mission and initiatives.

  • Income Streams:

    • We didn’t make as much progress as we hoped on creating new income streams, which will be a key focus in 2025.

Additional Achievements in 2024

  • TEC Strategic Planning and Budgeting for 2024: The TEC introduced its first economic model to help plan and manage resources better. This has been crucial for staying on track and ensuring the TEC’s long-term stability.

  • Fundraising: We raised a total of $310K through a mix of efforts:

    • $160K from grants through Gitcoin, OP and others.
    • $96K from sponsorships for our grants program.
    • $20K from tributes, generated through the TEC’s Augmented Bonding Curve (ABC).
    • $34K from recovered funds from inactive initiatives.
  • Reputation: The TEC strengthened its position as a leader in public goods funding.

    • We were chosen as a Gitcoin Community Round in GG21 and GG22, showing trust in our work.
    • Our community of 700+ token holders stayed strong, with fewer people exiting compared to past years.
  • Team Capacity: We added two new team members this year—a Programs Lead and a Round Operator. They’ve helped expand our capacity and set us up for bigger plans in 2025.

  • TEC Strategic Planning 2025: We initiated a strategy process in November to define our priorities and initiatives to pursue in 2025. This proposal is part of that process.

Reflecting on the Past, Present, and Future

The Past:

The TEC was born from the need to establish a discipline around token engineering—a field that combines traditional engineering principles and rigor with the unique complexities of designing tokenized ecosystems. Over the years, we’ve helped build a foundation for this field, fostering the creation of tools, frameworks, and a global community dedicated to applying these principles responsibly.

The Present:

Right now, the TEC is at an inflection point. While token engineering is not yet widely adopted as a term or in high demand, its principles and practices are more relevant than ever. The Web3 space faces growing scrutiny, and many solutions lack the trust, fairness, and resilience needed to meet real-world challenges. These principles and practices aren’t just ideas—they’re the building blocks for creating systems that can earn trust and deliver real value.

The Future:

As we step into 2025, we believe that token engineering’s principles and practices are crucial for Web3 to achieve meaningful adoption and create real-world impact to tackle some of the most complex issues we face as humanity—both locally and globally. Web3 has immense potential to drive positive change, but it can only do so if built on a foundation of trust, fairness, and ethical practices that regenerate the social and environmental fabric of our world.

The TEC Going Into 2025

The Token Engineering Commons (TEC) steps into 2025 embracing a pivotal opportunity to shift focus from abstract theory to real-world implementation. As the Web3 ecosystem naturally advances the field of token engineering and its practices, the TEC will focus on harnessing this rapid development to support and guide these advancements toward real-world applications.

By focusing on community-driven initiatives such as local economies and regenerative projects, the TEC seeks to demonstrate how these application areas can drive meaningful adoption. Through strategic programs, collaborative knowledge-sharing, and a commitment to bridging the gap between theory and application, we will support new and innovative projects dedicated to building these solutions.

Core Focus Areas

The TEC’s work in 2025 will center around three key focus areas that represent the foundation of our efforts and guide our strategy:

1. Education and Advocacy

Inform and educate about the transformative impact of blockchain systems through accessible, digestible learning resources. Showcase societal benefits through compelling narratives and stories that highlight the impact of Web3 solutions.

2. Ecosystem Empowerment

Support innovative projects addressing real-world impact. Provide funding, mentorship, and opportunities for collaboration to accelerate the development of impactful solutions.

3. Collaborative Growth

Develop pathways for collaborative impact by creating opportunities for engagement from individuals and projects through various ecosystem initiatives. Build strategic partnerships and joint initiatives to expand the reach and influence of the TEC’s initiatives. Foster shared growth and mutual benefits with projects in the broader Web3 ecosystem.

2025 Objectives, Programs, and Initiatives

The purpose of this section is to outline our 4 objectives, each with specific Program Areas, and the initiatives within them. This outline will guide our work through all of 2025. Included within this section are the Key Results we seek to achieve for this initial funding proposal through the month of June.

Objective 1: Increase Awareness & Understanding of the Impact and Potential of Web3 Technology

While Web3 holds immense potential, its applications beyond speculative finance—such as enhancing transparency, efficiency, and trust within traditional institutions—are often overlooked. The TEC will be committed to broadening awareness of Web3’s potential for real-world impact by aggregating resources, fostering knowledge-sharing initiatives, and supporting projects and organizations dedicated to implementing blockchain systems that solve real-world problems. This groundwork will enable broader collaborations and initiatives, like the Knowledge Commons, making the use of this technology more accessible and trusted by the public.

Programs and Key Initiatives:

1. Knowledge Sharing Program

The purpose of the knowledge sharing program is to curate and repurpose high-quality content to reach new audiences, as well as to create infrastructure that facilitates a higher degree of information exchange including research, guides, and case-studies. This program contains four initiatives:

  • TEC Library Development: Aggregate knowledge, case-studies, and guides that captures the intersection of token engineering (TE) and real-world solutions, cataloguing articles, media, and other content. This is a function that the coordination team will continue to contribute to throughout the year.

    • Key Results (June):
      1. Have at least 100 unique resources properly cataloged within the TEC library with associated tags and metadata.
  • Content Distribution: Distribute high-quality material through different formats and channels including social media (LinkedIn, Farcaster, X, etc), a newsletter, a blog, and a series of different online events.

    • Key Results (June):
      1. Launch and maintain a monthly newsletter to be distributed in March, April, May and June, and reach 100 subscribers.
      2. Showcase web3 stories demonstrating real-world impact through at least 4 online events.
      3. Increase our presence on social media through high-quality content, achieving a 25% increase in overall engagement (likes, reposts, etc.)
  • Token Engineering AI Agent: Develop and integrate an AI agent powered by the TE Library to automate information dissemination across public-facing platforms.

    • Key Results (June):
      1. Create our TEC Agent with the use of our TE Library, and integrate it within our content distribution efforts.
  • Knowledge Commons: Collaborate with other organizations to create a Web3 Knowledge Commons resource. Onboard research organizations, protocols, and projects to contribute content, laying the foundation for a significant public good.

    • Key Results (June):
      1. Establish a roadmap and strategy document for the development of the Knowledge Commons and assess its feasibility. Provide updates on collaborations.

2. Education Program

The purpose of the Education Program is to connect the Web3 industry to the TE community through accessible learning opportunities and active engagement with experts, project founders, and developers who are building blockchain systems designed for real-world impact. This program contains three initiatives:

  • Content Creation: Establish infrastructure and incentives for researchers and experts to write articles for TEC publications, fostering closer relationships and providing up-to-date educational materials.

    • Key Results (June):
      1. Publish at least 4 high quality articles to TEC blog on areas of needed content, token engineering concepts, or grantee success stories, and ensure they reach 100+ individuals per piece
      2. Collaborate with 2-4 subject matter experts to produce these articles.
  • Research Hub: Invite researchers from across Web3 to share their findings, strengthening TEC as the hub for emerging opportunities and potential research collaborations.

    • Key Results (June):
      1. Host at least 4 high quality research presentation events with at least 25 participants each.
  • Virtual Conference: Organize a virtual conference featuring expert speakers who present the latest advancements in ReFi, community applications, and new blockchain infrastructures. Additionally, it will lay the groundwork for developing token utility infrastructure and exploring new revenue-generating opportunities and sponsorship models for the TEC.

    • Key Results (June):
      1. Produce a roadmap and strategy document that will evaluate the feasibility, needs, and processes to host a Virtual Conference.
      2. Host at least one 1-2-day virtual conference with a specific theme, featuring 5–8 talks or activities and attracting at least 100 attendees.

Objective 2: Support the Creation and Implementation of Solutions that Tackle Real-World Challenges

Bridging the gap between theoretical frameworks and real-world impact is critical for demonstrating Web3’s value. The TEC will strengthen its Grants Program to drive innovation and channel it into areas of real-world impact.

Programs and Key Initiatives:

1. Grants Program

The purpose of the Grants Program is to support and fund projects and initiatives that are expanding the impact of Web3. We will continue to iterate on the Grants Program by exploring new allocation mechanisms, areas of focus, and provide new pathways of support. The Grants Program contains 4 initiatives.

  • Grants Framework: Conduct a retrospective evaluation on the evolution of the Grants Program to date. We will evaluate and provide a new framework tailored to the needs of the TEC and our 2025 goals.

    • Key Results (June):

      1. Produce and publish a detailed report on our Grants-Program Retrospective.
      2. Develop and publish a new Grants Framework that iterates on previous implementations and integrates different allocation mechanisms and accountability practices .
  • Tunable Quadratic Funding: Finalize and incorporate Tunable Quadratic Funding (TQF) within the Gitcoin platform, onboarding grant round operators and producing case studies to highlight its utility and potential.

    • Key Results (June):
      1. Evaluate the feasibility of incorporating the TQF calculator into the Allo protocol.
      2. Create all the necessary documentation to implement TQF on behalf of other grant round operators, and have at least 1 external grant round using TQF.
  • Impact Acceleration: Shift the focus of our Grants Program to include innovative projects tackling real-world challenges, emphasizing measurable and sustainable outcomes.

    • Key Results (June):
      1. Host a grant-round focused on projects utilizing TE principles for the purpose of developing real-world solutions.
  • Collaborative Grants: Partner with other grant round operators to facilitate a six-figure grant round, leveraging collaboration to attract sponsors and reduce reliance on TEC’s Common Pool funds for the purpose of grant allocations.

    • Key Results (June):
      1. Identify and engage with potential grant-round operators to implement a collaborative grant-round.
      2. Establish a format, theme, and collaboration process to facilitate the grant round.

Objective 3: Create a long-term economic system that sustains the TEC.

A thriving ecosystem requires robust economic underpinnings. Through targeted fundraising and the development of $TEC utility, we aim to create a self-sustaining structure that supports both our operations and the broader community.

Programs and Key Initiatives:

1. Token Infrastructure Program

The purpose of this program is to establish a firm foundation for the continued growth of the TEC economy by ensuring that token-holders have continued access to our Augmented Bonding Curve (ABC) and secondary markets and we begin to build utility for the $TEC token.

  • $TEC Infrastructure Access: Bring the ABC under the control and access of the TEC to ensure proper maintenance and reliability.

    • Key Results (June):
      1. Complete an in-depth analysis of the ABC and publish a report with the three most viable recommendations.
      2. Deploy the upgraded infrastructure.
  • Secondary Market Expansion: Evaluate the state of the secondary markets for $TEC, including an assessment of DEX alternatives, liquidity pairing, and increasing the amount of available liquidity in our secondary market.

    • Key Results (June):
      1. Research and document the state of liquidity on our secondary markets and propose a pathway that increases the amount of liquidity offered over the next 6 months.
  • $TEC Token Utility: Explore and research the value proposition for $TEC and evaluate $TEC utility pathways through the use of donations, subscriptions, and staking.

    • Key Results (June):
      1. Explore different paths for $TEC token utility, and provide an outline of its application to specific initiatives within the TEC forum (newsletter, Knowledge Commons, events, virtual conference, etc).

2. Fundraising Program

The purpose of this program is to create processes and frameworks for external sources of funding either through sponsorships, grant programs, or other fundraising efforts that will reduce the budgetary reliance on our Common Pool.

  • External Grants/Mission Requests: Identify and apply for external sources of funding through Web3 grant programs or Mission Requests that align with existing initiatives.

    • Key Results (June):
      1. Secure $25K in external funding by identifying and applying to at least 3 major ecosystem funders (e.g., Ethereum Foundation, OP, Base, Celo) and new grant sources.
      2. Identify and assess the feasibility of applying to at least 1 Mission Request through Optimism.
  • Grant Round Sponsorships: Reduce the amount of funding requested for the purpose of grant round allocations by establishing a Sponsorship Program that will allow for external sources of capital to be distributed within our grant rounds.

    • Key Results (June):
      1. Develop a Sponsorship Program that includes incentives and offerings for projects and individuals that wish to become grant round sponsors, and include at least a pipeline of 10 potential sponsors.
      2. Ensure at least 50% of the total cost of our grant rounds are funded by external sponsors or matching grants.

Objective 4: Expand TEC Governance & Ecosystem Development

Governance lies at the heart of any decentralized community. By refining our governance frameworks and fostering partnerships within the TE community, we will create a more inclusive and dynamic ecosystem that benefits all stakeholders.

Programs and Key Initiatives:

1. Governance Development Program

The purpose of this program is to create a more robust and accessible governance structure that enables more input from token-holders and strategic advisors.

  • Establish a Governance Framework: Evaluate our current governance infrastructure (Aragon) and explore other alternatives as a method to provide the right tooling for our governance needs.

    • Key Results (June):
      1. Develop and document a new comprehensive governance framework that integrates clear processes and mechanisms to increase community participation and accountability.
  • Token-Holder Engagement: Get token-holders more involved with TEC decisions and initiatives through new communication processes that lead to better feedback and representation.

    • Key Results (June):
      1. Post at least 2 Snapshot Votes with at least 15 token holders participating in each for key governance and funding decisions.
      2. Achieve a 20% average participation rate among the top 25 token holders in the snapshot votes.
  • TEC Advisory Network: Create a network of strategic advisors to provide guidance, mentorship, and expertise across key areas.

    • Key Results (June):
      1. Develop and implement a clear advisor engagement plan with at least quarterly sessions.
      2. Identify and recruit 3-5 key advisors across areas of need for the TEC.

2. Ecosystem Development Program

The purpose of this program is to provide new pathways for engagement and new value offerings for individuals and projects within the TE Ecosystem.

  • Opportunities Board: Create an opportunities board where specific activities can be delegated to individuals and projects within the community through bounties.

    • Key Results (June):
      1. Identify a platform, and create a process and criteria document for the issuance and evaluation of opportunity execution.
      2. Launch the MVP of the board with at least 10 active opportunities.

  • Token Holders: Post 2 Snapshot Votes (15+ participants each) with 20% top-holder participation.
  • Advisors: Recruit 3-5 key advisors and engage with them quarterly.

Proposed 2025 Budget Breakdown

Amount Requested: 84,000 DAI

This funding request covers the TEC Coordination Team’s needs for the period of January through June 2025. We anticipate submitting one additional funding proposal to cover for the second half of the year.

The requested budget includes allocations for:

  • Staff salaries: Covering full-time and part-time contributors.
  • Incentives and bounties: To reward performance or specific targets.
  • Tools and platforms: Subscriptions or services essential for daily operations.
  • Miscellaneous expenses: To handle any unforeseen needs.

This proposal is informed by the actual and forecasted numbers from 2024, as shared earlier in the report.

For this funding proposal, we are requesting access to funds currently held in the TECAN Multisig and TEC GG Multisig. Although these funds are in multisig wallets, they belong to the Commons and were largely secured through grants. As such, we propose following the same governance process to access these funds, with one difference:

  • The TAO vote will serve as a signaling vote rather than automatically releasing the funds.
  • If the proposal is approved, we will coordinate with the multisig signers to access the funds and report on the process in this forum post.

In addition, this budget focuses solely on the Coordination Team’s operational costs. Any funding required for initiatives outlined in the earlier sections—such as the Grants Program or other initiatives—will be addressed through separate funding proposals if needed.

Each item within the timeline has an associated “attention category” to identify the degree of attention each initiative requires during this funding period. This is for planning purposes, and serves as a method to understand how the planning process will work as we move beyond this timeline and into the second half of the year. E = High Attention/Execution, SE = Moderate Attention/Soft Execution, and P = Low Attention/Planning.

This year, the team is exploring ways to improve coordination and communication across all TEC initiatives. We’re shifting from a model focused on specific roles to a more collaborative and participatory approach known as swarming. We believe this shift will bring significant benefits to how we manage projects, contribute to the personal well-being of team members, and enhance responsibility and accountability in our work.
